How this works: We compare each pool's declared pledge against the actual owner stake recorded in epoch_stake for the current epoch. If the owner's delegated stake is less than the declared pledge, the pool appears here.
Declared pledge: From the latest pool_update certificate on-chain.
Actual pledge: Sum of epoch_stake for all pool_owner addresses delegated to the pool in the current epoch.
Active stake: Total stake delegated to the pool in the current epoch.
Retirement filter: Truly retired pools are excluded using on-chain certificate ordering (retire cert tx_id vs re-registration tx_id).
Pledge met %: (actual_pledge / declared_pledge) × 100. Higher is better — 100% means fully met.
Caveat: Pledge data relies on epoch stake snapshots which can lag by one epoch. Some pools may appear here temporarily during pledge changes. Always cross-check with cexplorer.io or cardanoscan.io before taking action. Click any row for full pool details and explorer links.

Intentional unmet pledges: Some pools (e.g. IOG's IOGP pools) may deliberately set a high pledge they never intend to meet. This could be to ensure the pool produces blocks but earns zero rewards — those rewards return to Cardano's reserves instead of being claimed. The "Intentional?" column uses three labels: Likely = actual pledge is 0 with declared ≥10M ADA (pattern strongly suggests by design); Unknown = declared pledge ≥20M ADA but some pledge present (insufficient information to determine intent); Unlikely = pledge shortfall appears unintentional and delegators will not receive rewards. Intentional status is given as a guide only and may be incorrect - if you are unsure as to why your stakepool has a pledge shortfall you should reach out to the operators to seek clarification.
